As a key member of our Strategic Sales Operations (SSO) team, the Senior Proposal Manager (Water Market) provides leadership on a variety of business development assignments, including highly strategic, complex, must-win opportunities in North America. The ideal candidate is adept at communicating with senior leadership, is organized and accountable, and demonstrates responsibility for meeting deadlines and following through on commitments. All members of our SSO team are expected to be self-starters who possess excellent oral and written communication skills; develop creative solutions to tackle challenges; are team players ready to support each other; and have a vested interest in Jacobs’ success.
Our Senior Proposal Managers are responsible for the following general activities:
- Often in partnership with a Strategic Pursuit Leader (SPL), lead the preparation and coordination of highly strategic, must-win proposals, and coordinate/provide direction to graphic designers, document publishers, writers/editors, and other support staff
- Directly support the opportunity team leadership to refine and integrate pursuit strategy/win themes in proposal documents
- Provide heavy support to and/or take ownership of sections of major strategic opportunities working in conjunction with senior Sales staff
- With no supervision, coordinate, write, edit/tailor, and perform research for non-technical proposal sections; ensure compliance; and proactively identify, communicate, and mitigate potential issues/variances
- Lead kick-off meetings, color review meetings, and other milestone meetings, as appropriate
- Participate in opportunity planning/Middle Game activities
- Understand business objectives, priorities, and sales strategy, especially as they relate to the proposal process
- Work with the opportunity team leadership to suggest teaming partners/subconsultants and qualified Jacobs staff during kick-off/strategy sessions and organization chart development
- Serve as a subject matter expert on, advocate, and actively follow SSO procedures, policies, protocols, and best practices, including standard file management and archiving procedures, as well as Branding Guidelines
- Lead and/or support planning and development of presentations and interviews
- Employ and populate/update (as appropriate) business development-related tools and databases
- Understand company markets, partner/competitor/subconsultant firms, clients, and industry trends
- Foster strong, mutually beneficial working relationships with Operations, other SSO staff, Selling Units, and Sales Enablement teams both locally and across the network
- May act as a group resource and trainer for Sales best practices, policies, and procedures
- May coach, mentor, or provide oversight to junior staff within the SSO
- Experience working with water market clients
- Proven leadership, management, and organizational skills for directing, delegating, and overseeing proposal team members and their contributions
- Polished and persuasive written and verbal communication skills, including proficiency in grammar, punctuation, spelling, and formatting
- Proven ability to work successfully with others in multiple disciplines and in international locations/varied time zones
- Great interpersonal skills and an ability to develop, nurture, and maintain relationships at all levels of the company
- Self-motivation and a willingness to take initiative and solve complex problems
- Capability to negotiate with and influence others

- Commitment to success in support of the company’s strategic goals and profitable growth
- Bachelor’s Degree in business, sales, marketing, communications or related field preferred
- At least eight years of experience in proposal management/coordination, ideally in the A/E/CM markets, especially in architecture and built environments
- Fluency in Microsoft Office and Adobe applications
- Ability to travel

FOR CANADA LOCATION ONLY -The base salary range for this position is $107,800.00 to $168,400.00. This range reflects the minimum and maximum target for new hire salaries for the position across Burnaby, British Columbia Canada locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
